AZ713: Moved inside itself

A move or a link would put an object inside itself (a folder into one of its own subfolders), which would make the tree a loop. SQLSTATE 23514; answer 409 or 422.

Reported to the app, by the authz.* functions and the policy's rules: the code is in the error's HINT (rowfence help AZ709), and the SDKs' errors carry it as code.
