AZ701: Nobody signed in

A query needed to know who is asking, and nobody signed in in this transaction. Every transaction starts with SELECT authz.act_as('user', '42') (or authz.act_as(NULL, NULL) for nobody, or a login); the SDKs do it for you, so a query outside them (a raw connection, a transaction begun elsewhere) is the usual cause. It is a bug in the app, not the user's doing. SQLSTATE 28000; the SDKs raise NotSignedIn.

Reported to the app, by the authz.* functions and the policy's rules: the code is in the error's HINT (rowfence help AZ709), and the SDKs' errors carry it as code.
