AZ710: A missing or wrong argument

A call is missing something it needs (a reason, kept in the audit trail; approve or deny) or has a value out of range (a duration that isn't positive, emergency access longer than a day, a command authz.explain_rule doesn't explain, a row it can't find without an id, a page cursor for authz.list that isn't an id of the type, a negative page size). SQLSTATE 22023 for a malformed value; answer 400.

Reported to the app, by the authz.* functions and the policy's rules: the code is in the error's HINT (rowfence help AZ709), and the SDKs' errors carry it as code.
