AZ613: A condition that doesn't run
The SQL in a {...} condition is checked by Postgres when the policy is applied, not when it is compiled: a column that isn't there ({nme = 'x'}), a function it can't find, a syntax error. The message names the condition's line and gives Postgres's reason (and its hint, such as the column it meant). Fix the condition. Conditions on a relation's table (where {...}) name that table's columns; the others, the columns of the type's own table.
Reported when the policy is applied (rowfence push, apply, a migration), against the database.
