AZ614: Something uses a function this policy no longer makes ​

A view or a function of yours may call the authz.* functions (authz.can, authz.list, ...): applying replaces them in place, and what uses them goes on working. This one is no longer made with those arguments (another version of rowfence, usually), so it can't be replaced, and Postgres won't drop a function something depends on. The message names the function and what uses it: drop that view or function, apply, and create it again with the function as it is now. (When only the function's result changed, Postgres says so itself, cannot change return type of existing function: the same fix.)

Reported when the policy is applied (rowfence push, apply, a migration), against the database.
