AZ712: The change feed was trimmed

A consumer asked for changes from a position older than what the feed still keeps. Read everything again (rebuild the cache or index), then follow the feed from its current position.

Reported to the app, by the authz.* functions and the policy's rules: the code is in the error's HINT (rowfence help AZ709), and the SDKs' errors carry it as code.
