AZ707: Not in the policy

An authz.* function was called with a name the policy in force doesn't have: a type, a permission, a scope, a caveat, a table with rules, a type that signs in, or the manage_roles / manage_keys permission it needs. Often the app and the database disagree on the policy: apply the migrations.

Reported to the app, by the authz.* functions and the policy's rules: the code is in the error's HINT (rowfence help AZ709), and the SDKs' errors carry it as code.
