AZ606: authz.uid() returns another type

authz.uid() returns the user type's key type. The database has one returning another type, from an earlier policy whose users had other ids. Drop it, and what uses it, then apply: DROP FUNCTION authz.uid() CASCADE.

Reported when the policy is applied (rowfence push, apply, a migration), against the database.
